During the last snowstorm, I saw the police shoveling a neighbor

West Wildwood - During the last snowstorm, I saw the police shoveling a neighbor's house and mentioned how nice it was they were doing this. I offered to make some coffee for them when they got to my steps and the one said I was not "on the list." Can someone please tell me who issues this "list" and how one qualifies for being on it? I'm the same age as my neighbor and live alone in the winter.
