Can someone please explain why the much needed roadwork on Popla

West Wildwood - Can someone please explain why the much needed roadwork on Poplar and Magnolia Avenues was not done as scheduled? The weather could not be blamed because until recently, the work could have been done. Now we hear it's scheduled to be done in the spring. Oh, that's wise, wait until a lot more people are on island looking for where they can park their displaced vehicles.
