To the Wildwood Spouter who has written a dozen spouts about smoking in public housing...the issue youre spouting about is an issue for building management. Code enforcement has zero authority to enforce no-smoking areas. Neither does their police department nor fire department. take your issue to the building super, it's not the city's job.
