How can the Board of Commissioners in West Wildwood allow the new section of Poplar Ave be cut open for a nonemergent utility connection. I was of the understanding the street had a 5 year moratorium on it regarding nonemergent utility connections . The builder should have to pay to resurface the Whole Block . Its a disgrace how our tax money gets used to pave streets and tear them up months later.
