A contractor was observed cleaning out his concrete mixer holding some wet cement. He was hosing it out and washing it down a street storm drain that goes out into the nearby canal water. There is a posted warning on the curb at the storm drain stating it is illegal to dump anything into the storm drain. I have photographs of the mess left there and eyewitnesses to the incident. This upset me and my neighbors very much. Borough hall was notified but nothing has been done. Who do I report this to next? Who handles matters like this? Please, someone help me.
