Cape May parking signs have 10AM to 10PM on them, but no applica

West Cape May - Cape May parking signs have 10AM to 10PM on them, but no applicable months that differ by location e.g. Washington Mall is May 1 to Dec 31, Beach is May 1 to Oct 31, handicapped are free (per www.capemay.com). If the coin meter is pulled out but app info is still on the meter does it mean the meter is app only or parking is free that month? Months need to be included in the street signs.
