Been noticing a lot of standing water throughout the Borough on

West Cape May - Been noticing a lot of standing water throughout the Borough on streets and properties over the last few months. Is this due to all of the approved building and a complete lack of regard from planning board to enforce proper drainage that is the responsibility of the builder/developer ? That ultimately should NOT fall into the hands of an owner since most of the developers act like they are building for their own personal home and then inevitably sell to the end user.
