Why is it when I call Lower Township dispatch to report a proble

Villas - Why is it when I call Lower Township dispatch to report a problem, I am met with an attitude by the dispatcher on the other line, or they are so quick to cut you off, or to transfer you to an answering service where you have to leave a message in which nobody calls you back? Maybe a refresher course in how to talk to people is in order.
