Why is it not required for kids under the age of 18 to have ligh

Villas - Why is it not required for kids under the age of 18 to have lights on their bikes? You would think that this would be a law in Lower Township. Maybe if parents had to pay fines, they would buy lights for their kids' bikes. They cost about the same as a pack of cigarettes. I'm tired of having to slam on my breaks for kids riding their bikes in the dark. Their lives are important too.
