Why are Cape May County business owners looking to hire Russian

Villas - Why are Cape May County business owners looking to hire Russian youth for summer employment? Why would we support providing money to Russian citizens to send or bring back to Russia? I thought there were sanctions against Russia. News reports many Russians support Putin and blame the U.S. and west for the atrocities in Ukraine. Do we want to invite the potential of anti-American sentiment to our home and community? What makes hiring foreign workers more desirable than searching for workers in our own USA? Could it be more money for the employers? Are there less employment taxes to pay?
