Where did Christie "find" $200 million for this proposed addicti

Villas - Where did Christie "find" $200 million for this proposed addiction rehab program? Will the funds be diverted from the monies received from the 23 cents per gallon of gas that we've been paying since Nov. 1, 2016? How about some accountability? Where is the money coming from? How could $200 million be spent on addiction recovery/housing, when we have sober homeless people, including military veterans, in this state? Why should we, the taxpayers, now be on the hook for this $200 million hemorrhage of funds?
