Villas - What some dog owners in Lower Township don't understand is there is an ordinance that says they can't let their dogs bark non-stop. Just because the township police and animal control refuse to enforce, the local judge has to. So it only makes more sense that dog owners move to the country where no laws are because ordinances will be enforced locally if complaints are signed. It should not come to that, but some dog owners think they control the township.
