What’s with the right side bay block at Village Rd. in Villas?

Villas - What’s with the right side bay block at Village Rd. in Villas? Used to have a rail to access the beach but one house has prevented that. Also, with three houses having double driveways, there is no place to park for us seniors who would love to be able to access the bay just a few blocks from where we live. I was told they are building two more houses in that same block. That means no parking at all in that area.
