Two cars hit each other on Mowery Ave.

Villas - Two cars hit each other on Mowery Ave. in Villas and left, but one moved to another spot of the street and left the scene of the accident. A neighbor saw this and did not call the police. The car that stayed was damaged, so why wasn't the car towed away? How come the neighbor didn't get a ticket for not reporting the hit and run of two cars?
