The state had a bi-annual dog census that they did away with several years ago and that was the worst decision ever. Vineland has a yearly dog census that they pay for because of numerous issues and Lower should consider that as well. Every dog in the township needs to be identified and licensed to protect the residents. When they come knocking on your door to see if your dog is licensed, don't be nasty. I am suggesting a dog census!!
