I am with the spouter about the neighbor yelling over the yappin

Villas - I am with the spouter about the neighbor yelling over the yapping dog all day. And, how bout the ones who decide to yell over the lawn mower or leaf blowers. It's like Pavlov's Dogs/no pun intended. They turn on obnoxious machinery and then they yell over the racket the whole time.
