How would you know if children are locals or tourists apparently

Villas - How would you know if children are locals or tourists apparently being harassed? I have yet to see people harassing any children, if I saw anything I would say something. One of biggest problems I see in cape May ,is everyone on bicycles not caring about where the motorist are, cutting if front of traffic, adults and kids. Skateboarders on Beach Ave. I stay away from Cape May.
