Can something be done about the parents of the mentally challeng

Villas - Can something be done about the parents of the mentally challenged kid in Villas who yells at the top of his lungs around the clock, even in the rainstorms? Being left outside? I am so sick and tired of coming to my second home for a nice visit, and we can't sit on the porch or have our windows open at night to sleep. I pay my taxes too. I deserve to enjoy my visits here.
