How come people who pay higher taxes in the Villas get to put out their leaves and small branches in bags, and the Lower Twp. public works unties the bags and dumps them into the trash truck, then puts the bags nice in their yards? When myself or other neighbors did this, the public workers said no way and left it there. Do they only do this for summer residents?
