Families and residents, whether property owners or renters, can be financially challenged, but that doesn't mean you can't maintain your property, free of trash and other litter. This includes the areas outside of the property line. It doesn't give you a pass to litter in your travels. People who receive county, state and federal assistance should be given brooms and trash bags, and be required to maintain a few block area in which they reside, instead of sitting around all day.
