Conditions can only change if people take action. It doesn't matter if it is voting nationally or locally, or even conditions in your neighborhood. This includes problematic properties wether it is drugs or property conditions. Call the Police or Code Enforcement as applicable. Don't wait for someone else. Issues can only be escalated for resolution if there is a documented history.
