Why doesn't Upper Township take on Corbin City to be apart of Up

Upper Township - Why doesn't Upper Township take on Corbin City to be apart of Upper Township? They already use your services and the kids go to Upper school and Ocean City High School and it's been that way since before I was in school. Your reason for not doing it many years ago makes no sense. This way the Corbin City kids could be part of the Pre-K lottery system. Doesn't seem right that they can't anyway, they deserve an early education as well. Corbin City has the same zip code as Petersburg. They are more Cape May County than Atlantic County. Get this change done already!
