So the plug in upper can only be used when the township building

Upper Township - So the plug in upper can only be used when the township building is open per Hayes “it is under lock and key so that any potential user will have to notify the clerk or another Township official to plug in”. Will the clerk or officials be available after hours to get me the key since I work during twp building hours?
