Upper Township - A public board hires a lawyer to give them legal advice. The attorney should only speak when they are asked a question by the board. An article about the recent Cape May City Council meeting clearly shows that council's attorney does not know his place/ role. Perhaps future meetings would be less disrupted if council hired an attorney who understood his role.
