I found two dogs on Tyler Rd.

Upper Township / Marmora - I found two dogs on Tyler Rd. and called animal control, and they told me the dogs would be better off if I kept them until the owner was found. I did and the owner was found the next day. Isn't this the job of animal control? They said they weren't responsible for the dogs after they went to the shelter and didn't know what would happen to the dogs. This doesn't make sense.
