Under New Jersey State Traffic Law (N.J.S.A. 39:4-138), You don't own the street, and your neighbor doesn't own the street. Because it belongs to the public, neither of you can use it to store property, dump yard waste, or dictate who parks there. BUT You are legally required to maintain the appearance and safety of the public right-of-way bordering your property line. This includes mowing the grass strip next to the road, keeping the gutter clear of debris, and clearing snow or ice from the sidewalk.
