Townsend's Inlet - Sea Isle should have followed what Lower did in their curfew ordinance and have the juvenile perform community service and if they don’t then the parent has to. That would be a game changer and things may stop. The fines are tougher on the adults who are carry bags on the promenade then they are on a juvenile.
