Avalon just raised their Marina slips by 25% why did our council

Townsend's Inlet - Avalon just raised their Marina slips by 25% why did our council not look at this as a possibility instead of raising the parking permits again by 80%? Some that rent these spots make an income from them and they also get water and electricity along with a free parking space. The cost for all of this is $1766 to $3600 per slip. Why aren’t they increasing these fees like Avalon? There is maintenance on these docks also.
