Why isn't the DMV opened?

Town Bank - Why isn't the DMV opened? The building is spacious, it would be nothing for them to provide plexiglass at the counter, and it would be easy to provide spacing (they already did do). Sure, you can renew on line . What you can't do is buy/sell vehicles, or that's my understanding. Can't transfer titles! What's up with that? Opened beaches, parks, ShopRite and Walmart; why not DMV?
