Town Bank - There is no economy of scale for wind turbines. It would be nice if only one giant windmill could be built that would produce the same power as many wind turbines, but it’s not a feasible solution. I believe heliostats are a much more viable solution. It requires a sizable piece of land, so it’s not suitable for all locations, but the economy of scale is there due to just one location being involved, which simplifies maintenance and there is only one distribution point for the power produced. Windmills off shore are not the answer in my opinion.
