From what I have seen, the usual process is to pave the roads to perfection, then come back 6 months later and dig them all up to install water lines. If they are not ready to do the entire job at this time, a prudent course of action would be to add this section of pipeline concurrently with road repair, and then cap both ends, so it is ready for the full project.
