Re:North Cape May spouter about handicapped placards/license pla

Town Bank - Re:North Cape May spouter about handicapped placards/license plates. I totally agree. In fact, there is a man in my neighborhood with the license plate and placard. He is able-bodied enough to rake a humongous heap of his leaves in front of his neighbor’s house. How is he not able-bodied enough to park in a regular parking spot? I thought handicapped placards and license plates covered physical disabilities only.
