Town Bank - Just like men, countries are only as good as their word. When the Soviet Union collapsed in the 1990’s there was a question as to their nuclear weapons that had been deployed in Ukraine. An agreement known as the Budapest Memorandum was reached between the USA, U.K., Russia, and Ukraine to guarantee Ukraine sovereignty by returning the weapons back to Russia. This was done and the document was signed by President Clinton and the other leaders. This did not involve NATO, the EU or the UN. In short, we gave our word to defend the Ukrainian people and land.
