The problem is that the system, the power elite in this country, does not want its citizenry questioning their decisions to go to war. The volunteer army started due to the demonstrations during the Vietnam War. A volunteer army of young adults allows the young, dumb etc., to do the work of the powerful. Iraq is an example. A general draft of sons and daughters makes people question their bad decisions.
