As well as others, my dog loves her beach walks. I think it's totally acceptable to not allow this from 11 a.m. to 4 p.m. Between Memorial Day and Labor Day, the heat may be quite acceptable to humans, but not to a dog with a fur coat. The hours are a minor restriction, but an advantage to all involved.
