To the spouter wondering why the water lines are not being run into Del Haven while the work is being done on Bayshore road. What you propose makes too much sense to be considered. From what I have seen, the usual process is to pave the roads to perfection, then come back 6 months later and dig them all up to install water lines. If they are not ready to do the entire job at this time, a prudent course of action would be to add this section of pipeline concurrently with road repair, and then cap both ends, so it is ready for the full project.
