There is no Utility or Large Engineering and Construction firm in the United States that can build a large Nuclear plant on budget and on schedule and I doubt that we can not build an oil fired - combined cycle or clean burning coal plant on budget or schedule - This is a sad commentary on the status to build new power plants to generate power in this country
