There is an emerging pattern of turbulence arising in the Crest which raises a larger question: Is this turbulence the result of an intentional restructuring strategy, or is it simply the byproduct of a new official overreaching without understanding the operational culture of public safety? Either scenario is very troubling. Public safety agencies rely on predictability, communication, and mutual respect which make the department run smoothly. When leadership changes this creates confusion instead of clarity. The community feels the impact immediately which then leads to public safety issues!
