There are lots of things Middle can do to finally stop residential development. The township does not need to "grow" anymore. Uncontrolled growth is also known as cancer. That's what Middle is experiencing now. Prohibit subdivision of land and the installation of septic tanks on land that doesn't already have one in it. Don't extend sewer or water lines. Change zoning regulations to effectively ban any new residential development. Remaining undeveloped land in Middle should sty undeveloped. Don't let Middle just become one big homes development!
