The president is threatening war crimes, full stop. There is no dual-use fig leaf here, no legitimate military purpose. Trump is saying—out loud—that he will destroy all civilian power generation and desalinization capabilities while retreating, and for the purpose of exacting “retribution.” Sounds like war crimes to me.
