The Lower spouter gave the best solution for LTES. Rather than cutting staff, close one of the 4 schools. Big savings on overhead, utilities, admin, etc. plus w/ real estate prices through the roof the land could be sold, or even better leased to provide income ad infinitum. I don’t live in Lower but if I did I’d vote out everyone on the school board.
