Swainton - Voters approved the open space fund with the belief that the funds would be used to preserve open space. Now the commissioners (freeholders) used the $ for everything except open space preservation. How is that right ? How is that legal? Why aren't they being held accountable for that? They never got voter approval to "divert" funding to other things.
