Open Spaces funding should only be spent on open space preservat

Swainton - Open Spaces funding should only be spent on open space preservation! That's what they believed it would be used for when voters voted to approve it. Then the County decided to start using open spaces funds for other things without voter approval . How are the people responsible for the funds "diversion" not held accountable?
