Upper Twp Budget to increase 2.8% Here is a township that has grown 300-400% over last 20 years and has Million Dollar homes all over township and benefits from little Strathmere on the Ocean front with multi million dollar homes BUT township doesn’t have a police force and depends on NJ STate Police for protection .
