Why does someone get paid to sit at a drawbridge leading out of

Stone Harbor - Why does someone get paid to sit at a drawbridge leading out of Stone Harbor? There's no marked channel in that direction, no inlet that direction that is safe for vessels big enough to need a bridge opening, and they get paid along with air conditioning, heat, cable for nothing. Are there any positions open there?
