Stone Harbor - When our system of government was evolving, the average citizen was lucky if he owned a home in a city or town, or some land in the country. Only the very wealthy owned property far away from their permanent residence. Their interests were usually protected by the power of their wealth. In the past century, the concept of ordinary people owning vacation homes came into being, not just in NJ, but throughout large parts of the country. As these resorts grew, our system or government has not grown along with them. We fought a war over taxation without representation. Ownership equals residency.
