Stone Harbor - What time can people be out riding around nowadays? Last night I was fast asleep when all of a sudden I woken up at around 4am. When some juvenile sped by me on some sort of Chinese electronic skateboard, causing a ruckus that woke me up. Does the parking app apply to items like these too?
