Is there a reason that Stone Harbor did not join with Avalon and

Stone Harbor - Is there a reason that Stone Harbor did not join with Avalon and Longport in studying the rising flood level? What happened to the progressive spirit the new mayor and council members were going to bring to the town? This partnership with the other two towns would have shown that the town really wants to address an ongoing flooding problem. The number one item should be a real dredging of all the back bays. Most of the flooding comes from storm sewer backup. Looks like the council, with the exception of one member, wants to "kick the can down the road."
