Stone Harbor - Stone Harbor's proposed ban on plastic bags is stupid. Why don't they simply enforce the current litter laws? If they are not going to enforce current laws, then who will enforce the new laws? Maybe they should layoff half the cops, hire more beach-tag checkers, and put them in charge of litter. They will get results.
