i do you one better make it 30% to all new home owners that built their house so big .then have no room for rain water to drain off .correctly so the street floods.
the town should also have a tax on those houses for not shutting down their water correctly in the off-season to cover the cost of wasted water.when their pipe freeze and cause a waste of water.when those very pipe bust.
